the top analogy may seem sensible but we need to dig deeper to understand the problem and synthesize a solution.
Generally people don't want flies on their food because flies regularly land on and dwell around shit and rotting stuff. comparing men with shit dwellers may seem apt, but also doesn't help with the problem/solution. The solution seems to be to take away the shit, or just don't have food near shit, then the only insects people will likely worry about is the occasional bee, which is a lot less off-putting.
At this point, the analogy breaks a bit unless we pin down some definitions.
shit = society/government/courts/cultural norms where women can't participate and don't have equal influence compared to men.
insects = the type of harassment women tend to experience.
So what's the solution? Give women the equal right to vote, ensure that every citizen can and does vote, and make votes secure and private to avoid choices from being coerced. Freedom of expression, of the press and to assemble are also necessary to address grievances that can help a sitting leader improve society.
But! Before the above can be realized some things need to happen in a society first. The government needs to become majorly reliant on the taxation of its people for its own survival so that there exists the incentive from the government to improve the people's ability to generate more revenue which coincides with making the people's lives better.
If the government relies on anything but its own people for its own survival, then the government can ignore and oppress the people with impunity. When a government can rely on the selling of natural resources like oil, natural gas, precious minerals or foreign aid revenue that is not directly tied to the improvement of government , then the government will have the revenue to oppress its people. people that need oppressing because they are unhappy, protesting and or revolting because the government isn't spending money to fix issues in society and infrastructure and are having their rights taken away. The government isn't incentivized to fix issues in society because it doesn't rely on the taxation of its people, and takes rights away from its people because they don't matter to the leaders and the leaders don't want the people to have any influence over the sources of revenue. A government may also try to actively make the lives of its people worse because it increases loyalty among the cronies within the coalition that support the government, when being disloyal means losing benefits & being kicked out of the coalition to join the misery of the rest of society.
One clear place to start towards a workable solution would be for everyone, everywhere possible to stop using gasoline cars and switch to electric vehicles. this will reduce one source of revenue for the oligarchies in the middle east.
